Who Must Register
Any business — including non-EU sellers shipping into Germany — that first places packaged goods on the German market, including sales through online marketplaces, must register with LUCID before selling.
Exemption Threshold
There is no minimum quantity exemption. Registration is required regardless of packaging volume.
Registration Steps
- Register for a LUCID account with the Zentrale Stelle Verpackungsregister.
- Sign a licensing agreement with a dual system (e.g. Der Grüne Punkt) for the packaging materials and volumes you place on the market.
- Report your packaging types and volumes in LUCID.
- Submit your annual data declaration by 15 May each year.
Ongoing Fee Structure
No fee for the LUCID registration itself; licensing fees are paid separately to a dual system and scale with packaging material and weight.
Penalties for Non-Compliance
Fines of up to €200,000 and a sales ban (Vertriebsverbot) on unregistered packaging.
Required Documentation
Business registration details, packaging material types, and estimated annual packaging volumes for the licensing agreement.
